Cederquist advises on procurement of operating agreements and system

The Swedish Civil Contingencies Agency (MSB) has awarded Teracom AB a contract for operational, maintenance and customer support to Rakel and Cassidian Oy a contract for system supplies to Rakel.

The procurement was made in accordance with the Emergency and Security Procurement Act (2011:1029). The preparatory work and procurement has taken approx. two years.

Rakel is Sweden’s national communication system for cooperation and leadership to reinforce society’s ability to handle crises and facilitate daily communication in organisations working in public order, security and health.  The government owns the Rakel system’s infrastructure. MSB is responsible for the expansion, operation, management and development of Rakel.

Cederquist assisted MSB with procurement law support and risk analyses as well as in preparing the procurement agreements. Cederquist’s team was led by managing partner Carl Bokwall (Competition and Procurement), assisted by Lina Håkansson (Competition and Procurement), Sofia Bergmark Hertz (Competition and Procurement) and partner Maja Wettergren (Corporate/M&A), assisted by Carl Granström (Corporate/M&A).
